explicitly set types_first=false in flowconfigs Summary: In Flow version 0.134, [types-first](https://flow.org/en/docs/lang/types-first/) will become the default mode for Flow. Given that this mode might introduce some errors due to missing annotations, we're pinning the previously default mode, to avoid introducing new errors.
