[C#] Update YogaConfig

- Bugfix: Retain managed YogaConfig to prevent releasing unmanaged YogaConfig
- Use the same YogaConfig in the copy constructor
- Expose Set/GetUseWebDefaults APIs
- Split YogaConfig out from YogaNode.cs
