Add YGLayoutGetBorder, counterpart of YGLayoutGetPadding
Summary: Followup of #335, fix #326. This commit add the `YGLayoutGetBorder(node, edge)` function, which correctly takes RTL/LTR into account when resolving `EDGE_START` & `EDGE_END`.
