Android NDK 25 uses a version of libc++ that is more than three years old, missing a lot of basic features of C++ 20. This is rectified in NDK 26 (latest LTS NDK), which brings us up to date with latest Clang (17, released this year), and adds a new policy where future NDK versions will bump libc++ as part of bumping LLVM/Clang.
This requires an a beta AGP version (and corresponding Android Studio Preview). Based on how far we are historically, it wouldn't be a surprise if we see the stable release this month (well before the RN 0.74/Yoga 3.0 cut, even in the worse case).

This updates:
1. The Gradle Wrapper and Gradle Version
2. AGP Version
3. Android SDK and NDK Versions
4. Java Version (to support newer AGP)
5. Required CMake Version
Versions are loosely aligned to RN. CMake 3.18.1 is the latest provided by the NDK but the Android build itself creates warnings on CMake < 3.19, so we add the "+" to prefer something newer if available (but we set an old required version to CMake policy will keep compatible).
This also removes the "yogacore" project, which packages libyoga.so without the jni bindings. Afaik it was never published, and we don't rely on it ourselves.

Summary:
I'm trying to get an NDK build set up for Yoga and clean up some of the Gradle
things along the way.
Having a wrapper is not only the preferred way of setting up Android
repositories and more convenient than asking users to install Gradle on their
machines themselves, but also allows for version pinning, which is important
when dealing with Android plugins which usually expect one very specific version
of Gradle.
