206b95aba5 Yoga Docs: Rename website-next to website (#1613)

So that GitHub links to edit a page point to the right place.

This will fail in OSS build until I switch the directory used by Vercel instance, but I am waiting to do that until ready to land, since that would cause other in progress changes to fail when exported.

0d03d8a06d Manage native build toolchain (#1506)

In order to build the website, you must build a Yoga binary. This usually requires installing native toolchains.

We have warning messages for these right now, but an even better solution is to just manage the dependencies ourselves. This does that, bringing in specific CMake and Ninja binaries from NPM, and caching a local copy of Emscripten during the build.

A downside is that the CMake packages are chunky, so we add 130MB to node_modules (for a repo total around 350MB). This also delays acquiring Emscripten (which is even chunkier) in CI builds until it is needed, and I added some caching for it as well.

The upside of JS users being able to run and test (inc the website) without installing and managing their own versions of toolchains is a real time-saver though, and is probably worth it.

8c1a672f92 GitHub Actions Cleanup (#1467)

1. Avoid reusing workflow names between validation and publish jobs, since they show up with the same UI when wanting to adhoc trigger a publish.
2. Merge SwiftPM checks into Validate Apple job
3. Merge remnants of website-next workflow into website workflow (and remove a redundant explicit build step already removed in one workflow)
4. Run more validation on push to release branch
5. Do not run website validation off of main, since it is only ever deployed from main branch

We run validation workflows on push, but we do this for every branch, so dependabot PRs run every validation twice. We only really want push validation for the main branch.

5498d3ad61 Pin website workflows to ubuntu-20.04 (#1181)
Summary:
The website build started failing with what looks like an incompatibility between nbind and a new libc++ version. GithHub is rolling out a new Ubuntu image, which is the likely culprit.

Pin to an older version of Ubuntu since nbind will never be updated, and we haven't replaced it yet.

e9184c793e Start Adding GitHub Actions (#1165)
Summary:
This change starts adding more coverage to GitHub Actions. Existing workflows are split up to be per-platform, and stale scripts, etc are removed.

We are currently limited a bit by issues with the build itself, but this still adds a good bit of coverage that readily works, and adds places to inject more.

Another option would have been to move these to CircleCI where we have more credits, or used docker images instead of manual setup steps. etc, The Yoga build and number of changes is very light though, so we don't really need the complexity yet.

Some TODOs:
1. Fix the Apple Builds (pod lint and pod install return errors seen by the community)
2. Add working Android UTs
3. Add C++ UTs
4. Add Apple Publish
5. Add version stamping
