This updates:
1. The Gradle Wrapper and Gradle Version
2. AGP Version
3. Android SDK and NDK Versions
4. Java Version (to support newer AGP)
5. Required CMake Version
Versions are loosely aligned to RN. CMake 3.18.1 is the latest provided by the NDK but the Android build itself creates warnings on CMake < 3.19, so we add the "+" to prefer something newer if available (but we set an old required version to CMake policy will keep compatible).
This also removes the "yogacore" project, which packages libyoga.so without the jni bindings. Afaik it was never published, and we don't rely on it ourselves.

Summary:
This does some preprataion for the Yoga CMake Build. The main change is removing the dedicated testutil top-level-directory and static library. This contains a method to count nodes using the event functions exposed to C++, along with a Java binding for the test utility (since the events don't have a Java binding). It is only used in a single place in a way that isn't very useful, so it simplifies things to treat is as source in the existing C++ test library.
This also separates the hand-written and generated UTs, like we are doing in the JS directory in D42207782.

Summary:
This change starts adding more coverage to GitHub Actions. Existing workflows are split up to be per-platform, and stale scripts, etc are removed.
We are currently limited a bit by issues with the build itself, but this still adds a good bit of coverage that readily works, and adds places to inject more.
Another option would have been to move these to CircleCI where we have more credits, or used docker images instead of manual setup steps. etc, The Yoga build and number of changes is very light though, so we don't really need the complexity yet.
Some TODOs:
1. Fix the Apple Builds (pod lint and pod install return errors seen by the community)
2. Add working Android UTs
3. Add C++ UTs
4. Add Apple Publish
5. Add version stamping

1. Ever since `YogaNodeJNIPhantomRefs` was introduced which uses `DestructorThread.Destructor` from fbjni which was the first direct Java dependency from yoga java to fbjni java code.
2. Adding a missing gradle endpoint for `testutil` since it is now required for yoga unit-tests

This adds the same logic that we have in place with Litho for Yoga, allowing
unit tests to run with Gradle for Yoga. It'll still shell out to Buck to build
the native library, but that's hopefully only until we have found a way to reuse
the NDK build. For CI this shouldn't matter as we want to run `buck build`
anyway and the build step should be a no-op.

No more buck shelling out for building the Yoga AARs/JARs via Gradle. It's now
all done via Gradle.
This commit is the only one that should actually change anything about the entry
points to the gradle builds and release process. **So if anything goes wrong
with the next release, reverting this one here should be enough!**

We need to use the most recent Android SDK to leverage the cmake-based NDK build
system. Also, since everything seems to be still working - why not?
I also changed the dependency of `yoga-layout` to be the project, not the
pre-published artifact as it no longer compiled due to the changed measure API
signature. I'm not sure if there was a reason to keep the two separate.
By relying on Maven-published artifacts, we generate better POMs when publishing
and people can override dependencies and see them more easily.
A few more cleanups based on what we did with Litho.

longer get an exception if you fail to specify them.
You can now build artifacts or run tests without specifying your bintray

Summary:
With the current setup, the final aar contains `com.facebook.proguard.annotation.DoNotStrip`. This is not needed (it is only used for proguard), and thus should not get published.
We move proguard annotations into its own project for this, and place it into `java/proguard-annotations`. Here we adopt the gradle convention of `src/main` to make for a nice, clean (one line!) gradle script. As a different subproject, we can include this to `:yoga` as a `provided` dependency now, which doesn't include it in the output artifact.
